What does "proposal of Refund" message from Canadian Embassy tight-fisted?
My friend had applied for Canadian Federal skilled worker from his country about 2 year ago and this week he received a letter from Canadian Embassy that if he desires refund of his Fed Skilled worker application he can get it if applied for it now or in 90 days of this letter.
what does this letter mean ? ( contained by terms of processing his application)
Because the letter says no reimbursement after 90 days from date of letter - Does that mean they will process his application after 90 days ?

The letter say they are about to start processing his file and since it's been sitting on a shelf for 2 years, they basically want to make sure he hasn't changed his mind. They are graciously offering him that he can get his change back if he's changed his mind. If he still wants to immigrate to Canada, he doesn't have to do anything and they will verbs to process his file and he will not be able to get a settlement if he changes his mind later. Processing his file may still lift months after they start working on it so it's not like in 90 days, he'll magically be approved. It might happen in a hurry, might not.
