Am I eligible for a European passport?
I'm Canadian and two of my grandparents were born in the U.K.

No since there is no European passport. You simply can get a passport of one of the European countries and the idea with UK. The answerer near the ancestry visa got the point. But if you are Canadian there is no need to capture an European Passport.

NO, British citizenship can't skip a generation! plan your parent was "British by descent". one thing about self "British by descent" is it cant be pass on to your children born abroad....
Good news: i estimate you can get a UK Ancestry Visa after living in the UK for some years. you can apply for "Indefinite Leave to Remain " then "British citizenship?
