If a homeless person that does not remember much of anything (their childhood,were they be born, were they used to live etc.) decides to get abet and turn their life back around, how would they do so? How do they prove they were born surrounded by th U.S. or do they get a new social security number. I don't know I'm freshly wondering.

Well most people know where on earth they have been and know their name. Maybe not as much a SSN but next to a name and where did you live might be enough to obtain more info. Now if they choose to forget then that's a different story. Just like if they are sick and because of some medical reason they don't remember. But I don't buy that somebody in recent times because they are homeless doesn’t remember anything. In a lot of cases it’s probably because they want to remember. But to answer the question there are probably ways of finding out who he is.
Well, if that homeless is not a Hispanic, with the way things are today....he/she wouldn't have a problem getting any serve. No questions asked most likely.
The vast majority of homeless have be arrested and booked into jail many, many, frequent times. A fingerprint search will turn up all the necessary information to ID such a individual.
