Can u immigrate from cuba to the amalgamated state properly?

I thought the question was around going from Cuba to the USA, not from the USA to Cuba, for that you would need a visa from Cuba
About going to the USA, yes, you can emigrate legally, but it is a mess. First ( or second. It depends ) you must get a visa from the USA. Second ( usually ) , you want the Cuban authorization to escape
