Can an non eu citizen verbs thier visa from Ireland to UK?
I am dating an non eu student and he wants to transfer his visa from Southern Ireland to Northern Ireland (UK) to study. Will he have to return to Pakistan to apply or can he apply from Ireland? Also, will the British embassy licence him to study in Northern Ireland unless he has paid his course fees surrounded by full?

NO. He cannot, he needs to apply for a fresh (student) visa from his home country. Visa cannot be transferred. He however can apply for visa inwardly Ireland if he is on work visa in Ireland (but thats not the case).
