I agree, immigration laws have need of to be changed, we need to limit immigration during these economics times and come down harder on illegals and those that hire them. Especially since these racist laws give the impression of being to favor Hispanics in the numbers they admit each year, we stipulation to make them equally to other nations and countries so they are not so racist.
Actually, immigration policies went from unpromising to worse. To start with, immigration in the US was never base on skills, just population and basically whoever arrived was greeting to stay. Contemporary US immigration policies have closed the borders to a point where 75% of legal immigrant are family members of those who arrived in days gone by, regardless of their skills. At a rate of millions per year (legal immigrants), because there is no balance between high and low skills, our reduction is now suffering the lack of a much more diverse work force.
Immigrants aren't a race so immigrant laws by definition cannot be racist. Then again, immigration laws we enjoy now were not "designed" so you put it during racist times, a remedial history class will teach you this.

In the first place, we should insist that if the immigrant who comes here in biddable faith becomes an American, and assimilates himself to us, he shall be treated on an exact equality with everyone else, for it is an outrage to discriminate against any such man because of creed, or birthplace, or source. but this is predicated upon the person's becoming in every facet an American, and nothing but an American.
There can be no divided allegiance here. Any man who says he is an American but is something else also, isn't an American at adjectives.

immigration laws are not racist. You are assuming that because it limits the number from Mx. The laws tried to allow for a "mix" of empire. Not favor one nationality over another.
Immigration laws were not developed during a time of extreme racism. They have be edited throughout the years and evolve to suit the changing needs of the nation.
