Can a deported personage become a U.S. Resident?

It is impossible. this is so because a deported traveler has broken a law to have face such a rash judgment and hence is not welcomed within that country again. but, it could be at the discretion of the executives of that country and that is if the individual has a vital contribution to the country political (national security) or economical.
Was this being legally deported by Immigration Court or did this person accept voluntary departure? It might be possible to draw from a Waiver of Inadmissibility. These are usually based on hardship. If it was a full deportation by court directive this person might need a waiver direct from the Attorney General of the United States. yes, Need wait to the deportation lay down is lifted after 10 years.

btw if the person was deported get a big-time criminal record forget about it
Ten year ban from usa and if they enjoy a crim history forget it. if he has sponsors, then no history asked.
