Am I eligible for the green card lottery?

I'm Canadian and I was born in Hong Kong but immigrated with my relations to Canada when I was 7. I am now 22 and a Canadian citizen. I noticed the lottery eligibility guidelines stipulate that you must know how to claim nativity in a certain list of countries, of which Hong Kong is one of them! I be born there and lived there for 7 years-- does this mean I am eligible to enter myself? And what other merits do I need to have in proclaim to enter?

Canadian citizens are not eligible for the Diversity Visa Lottery. Your birth in HK is irrelevant since you are a Canadian citizen.
Yes, you are eligible. The statement in
http://www.travel.state.gov/pdf/2009DVIn… states the following : “Native” ordinarily means someone born in a picky country, regardless of the individual's current country of residence or nationality.

1) You must be born in a country that qualifies you to enter the DV Lottery
2) You have need of to be a high school graduate (or higher)
3) If you are not a high arts school graduate, you need at least 2 years of working experience

All individuals worldwide are free to enroll.

There are two main entry requirements:

1. Country Eligibility

You or your spouse (husband/wife) must be native of an eligible country. A native is someone who be born in an eligible country. If you were born in a non-eligible country you may still apply by charging eligibility by a different country. A home-grown is someone who was born in an eligible country.

2. Education OR Work experience

You must comply with one of the following two requirements (Option 1 or Option 2 below):

OPTION 1 - Every applicant must hold at least a high school rearing or its equivalent. A "high school education or equivalent" is defined as successful completion of a twelve-year course of elementary and minor education in the United States or successful completion in another country of a formal course of elementary and minor education comparable to a high school schooling in the United States. Documentary proof of education should not be submitted with the lottery entry, but must be presented to the consular officer at the time of the visa interview.

OR

OPTION 2 - Every applicant must own within the past five years two years of work experience in an occupation requiring at lowest two years training or experience. Documentary proof of work experience should not be submitted with the lottery entry, but must be presented to the consular officer at the time of the visa interview. To determine eligibility based on work experience, definitions from the Department of Labor’s O*Net OnLine database will be used.

You must enjoy at least one of the two options above: either Education or Work Experience or both.

I imagine you are eligible because you are still a native of HK and only a citizen of Canada.
I would strongly recommend that you register through the site of the State Department instead of Usafis and other organizations. It's completely unnecessary to apply through organization because the application procedure is very simple and if you apply through the State Dept's website, you can make sure you won't become a victim of a scam. Those other sites usually any charge you fees or they don't even submit your application.

Hopeful: if you were born in Mexico, you are not eligible because of the big number of people gaining admission from your country.
