I take it that this comes from a advocate proposing to ask for a special ruling for you. The general rule assumes that spouses and family intend to stay in Canada, so processes their application beside that in mind.
This assumption can be wrong, the family member may really hold no interest in staying in Canada, and the system does allow one to ask for the short form used for simple visitors. But when one is certainly applying for permanent residence while attempting to enter on the visitor visa, Immigration Canada will notice that you are dictum different things, one that you only plan to visit, the other that you want to stay.
Now a person planing to remain surrounded by Canada can need to make a visit. And we do own special provision for that, but in general one is expected to stay out of Canada until permanent residence application is processed.
