Where can I report a party who is abuse of risky immigrant?
I heard that the law protects those immigrants from abuse in the work from employers who think that because they are unofficial they can do whatever they want.

Try Catholic Social Services. They provide lawyers to help next to immigration issues but if people entered the country without inspection it's unlikely they can stay unless they are victims of trafficking.

Any abuse of anybody, illegal or not is not tolerated.So you should be capable of call the local police to help you with that.Seems resembling abuse of any kind towards illegal immigrant is usually not reported for fear of deportation,which will most likely not even happen.
I'm not 100% sure if the ruling protects them, but I think you may be right. I'm sure the employers would get into trouble if that happen and it was reported, but again,I'm not 100% sure.
