Those applying from USA need to submit the FULL application. Those from other countries are allowed to submit a simplified application, and then submit supporting documents at a then date during the processing.
There is also a change in the skilled worker category for this year (2008) as well. Any spanking new applications for skilled worker submitted from this year (2008), will be processed in a priority basis because the backlog is so huge.
However this still leaves all the elder applications in limbo - and they are of course rightfully complaining of discrimination and harm of human rights.
The govt of Canada really should HIRE and TRAIN MORE WORKERS to process the backlog.
