Why is it that on www.usagc.org you pay to register but on http://travel.state.gov/visa/immigrants/... it's free?

The reason why it's because it's a SCAM.
They formulate it seem the Green Card Diversity Lottery is difficult. It's not. The chances of someone winning is impressively slim. Why pay for something when you don't know if your going to win? 50,000 green card for like 50 million people applying.
IF you do win after yea, you then get legal lend a hand to fill up the forms if you have issues.
They use it because most immigrants are afraid they mess up or hold no understanding of it. It's pretty sad that you have ancestors like that preying on such individuals. But at the same time, you must be an idiot to not research.
State websites are funded by the government. Meaning that the web designers get hold of paid by the government.
Websites that aren't made by the government, have need of a way to stay up and running, so they charge people to register.
