Do anybody know around ECR norm contained by passport?

I want to send my mother and sister to Sudan. Both are Indian Passport Holders and have visited to sudan before also in 2007. At that time i was required to do ECR at Mumbai.

Now as per new rules , i expect now Indian Government has waived past its sell-by date this ECR procedure...

But in my mother and sister's passport they are having ECR stamp. So, do i required to do ECR procedure again or not, as it is waived bad by the government.

If it is required then can i do ECR procedure in Nagpur (MAH). and if What i hv to do to get That ECR stamp removed from my mothers and sisters passport.

All Indian passports are divided into two categories as follows:

1. Passports with help - Emigration Check Required (ECR).
2. Passports with endorsement - Emigration Check Not Required (ECNR).

For passports issued before January 2007, no notation contained by the passport means ECR.
For passports issued in or after January 2007, no notation in the passport method ECNR. If Emigration Check is Required, there will be an endorsement in the passport about ECR.
