How will American immigration restrictions affect snowmen this winter?

Who knows how much immigration will be restricted, post-election? I doubt Obama's administration is going to be spending a damn dime on that rediculous fence along the border beside Mexico.
I don't have the real numbers in front of me, but I'd risk a guess that any actual affect, as it pertains to border control would mostly be felt along the northern boundary with Canada. Either through increased funding to the U.S. Border Patrol efforts within the southern regions of the country, or by a decrease in desire to emigrate from the Snowmen's native countries to a U.S. surrounded by a severe economic downturn, numbers of Snowmen and persons of snowmen pursuasion have prominently been down since around late March of last year.
In studies of Snowman sample counts, per-capita numbers tend to peak during the fourth and first quarters of given years. Perhaps, and I'm only estimating, but a full-size percentage of the Snowman population is nomadic or migratory in nature anyway.
Certainly, it will be a real defy to quantify affect. I find it difficult to imagine the federal government allocating any substantial funding to any immigration restrictions for a segment of the population with, let face it, a relatively low crime rate per capita. Without the ability to demonstrate a clear-cut national benefit, no legislator in his/her right mind is going to vote for funding of a spear-headed action to stem the immigration of person's of Snowman heritage in this climate of financial-market crises.
it won't affect abominable snowmen at all, they'll just charge the checkpoints and come right contained by. snow snowmen will stowaway in refrigerated trucks as frost, hiding their sticks, carrots, coal, scarves, and top hat behind the condensers.
