They lack manpower so they stir after the ones who are easy to find which is kind of stupid because those are the good ones. The society who applied for refugee status and were denied but are honest working people and gave immigration their physical address get deported while the ones who are up to no good and go rotten the radar get away with it a lot more because they can't find them.
it says that its impossible to keep track of the immigrant in Canda becuase they go off the radar. Which means--that comapred to the US, they are for a moment behind on taking care of deportation.
