As far as its not expired it is a valid identification.
It is in the USA. As a California Notary as long as the passport is no more than five years expired and the Notary can read the identification (it's within a language he understands or has a translation of the biographical data) the notary can adopt it for ID.
It will also work to get you on a domestic plane.
